The Small Rural Hospital Improvement Program (SHIP) was established to provide rural hospitals funds for:

  • Equipment
  • Training
  • Becoming accountable care organizations
  • Create shared savings programs
  • Purchase health information technology, equipment, or training
  • Payment bundling

Eligible participants are excluded to small rural hospitals with 49 beds or less; these hospitals must be:

  • Non-federal, short-term general acute care facilities
  • Located in a rural area
  • Can be faith-based

Awarded grantees are required to manage and monitor the approved project and ensure operations adhere to the statutes, regulations, and grant terms and conditions. The grantee is required to:

  • Ensure funds are spent on approved project activities
  • Ensure funds are not used in violation of agreed upon terms
  • Submit completed reports to the grantor in a timely manner.
  • Ensure an adequate accounting system is implemented and maintained for a minimum of three years after the completion of the project

Average award per hospital is $9,000; fund may be used for activities including but not excluded to:

  • Value-based purchasing
  • Accountable care organizations
  • Shared Savings
  • Payment Bundling/PPS

No late applications will be accepted and all application materials must be typed. Applications may be emailed or mailed to the Texas Department of Agriculture.
