The purpose of the FEMA Sever Repetitive Loss (SRL) Grant Program is to reduce or eliminate the repetitive flood damage to residential properties. Qualifying properties include residential property that has had four or more separate claim payments of $5,000 or more, or has had two or more separate claim payments totaling more than the current value of the property and occurred within 10 years of each other. The SRL Grant Program provides funds to state and local governments to allow them to provide assistance to residential properties to reduce flood loss. Eligible activities include:

  • Relocating structures
  • Converting properties to open spaces
  • Elevating structures
  • Dry floodproofing historic properties

Participation in this program is optional; however, all qualifying properties are subject to premium rate increase of up to 150% of the chargeable rate at the time of the offer. SRL policyholder declining a mitigation offer may appeal the premium increase within 90 days of the notification. Eligible projects must:

  • Be effective and attainable
  • Be cost effective
  • Be located in participating areas
  • Have documentation of property owner consultation process
  • Meet the standards of the NFIP Floodplain Management Regulations
  • Have a Multi-Hazard Mitigation Plan
  • Conform to all applicable laws and regulations
