This program provides grants from $50,000 to $1,500,000 to non-entitlement city or county governments. Non-entitlement areas typically include cities with a population of 50,000 people or less, not designated as a central city, or cities that are not participating in urban county programs.
The purpose of this program is to create or retain permanent employment opportunities in rural communities and counties. Funds may be used to:
- Improve public facilities to meet basic needs
- Improve housing conditions
- Purchase of land and/or buildings
- Construction of buildings and/or site improvements
- Rehabilitation facilities
- Building Improvements
Eligible applicants must submit the application before 5:00 pm on the due date. An example of application requirements can be found on the website and must be mailed. Some example forms may be used as a template for applicants that do not have existing forms or reports. All incomplete or noncompliant applications will be disqualified. However, should the applicant’s score not qualify they may reapply in following months. Applications must include:
- Completed IRS 424 Form
- All Application Forms
- Evidence of compliance
- Quality maps
- Benefitting Business’ payroll
- Copy of most recent Audit
- Scoring Sheet Supporting Documentation
- Project Maps and/or Census Maps
- Exemption Determination
- Application Review Checklist
