MASSACHUSETTS INVENTIONINDEX | AUGUST 2025
August 2025: 1.21% (B grade)

Massachusetts inventionINDEX August 2025: 1.21% (B grade)
The inventionINDEX measures innovation output by comparing GDP growth with patent production growth.
Anything over C grade is positive sentiment; anything under C is negative outlook/sentiment. Using that sentiment, it is possible to observe trends over time, and also compare states/countries. In doing so, we can predict which states have the best chance to recover economically from the pandemic (or any other economic incident that may occur).

The Massachusetts inventionINDEX score for August 2025 stands at 1.21%, earning a B rating. This score represents a slight decline from the previous month’s 1.35% and A- rating, indicating a recent deceleration in the state’s innovative output. A review of the past five years reveals that the index has experienced significant fluctuations, with scores ranging from a low of 1.07% (September 2023) to a high of 1.92% (October 2023). This pattern suggests that while the state is capable of periods of exceptional inventive growth, its performance is not always consistent, with the recent score landing near the long-term average.
A consistently high inventionINDEX score and a corresponding top-tier rating, such as an A or A+, are positive indicators of a robust and healthy innovation ecosystem. A strong score suggests a thriving environment for new ideas, patents, and technologies. This vibrancy often correlates with increased venture capital investment, the creation of high-tech jobs, and overall economic expansion. It also strengthens a region’s reputation as a global leader in technology and intellectual property, which is crucial for attracting and retaining top-tier talent and fostering a competitive and resilient economy.
Conversely, a lower inventionINDEX score, such as the B- or C+ ratings seen in the historical data, points to potential challenges for the state’s innovation economy. A decline in the score may signal a slowdown in the pace of new inventions or a less supportive environment for commercializing new technologies. The negative implications can include reduced interest from investors, a potential “brain drain” as innovators seek more dynamic environments, and a less competitive technological landscape. While a single low score may not be cause for alarm, a prolonged downward trend could hinder a region’s long-term growth prospects.
In conclusion, the Massachusetts inventionINDEX provides a valuable barometer for the health of the state’s innovation landscape. The recent score, while solid, falls short of the historical peaks and highlights the fluctuating nature of the index. To ensure a thriving and prosperous future, it is essential for the state to maintain a focus on policies and investments that foster a consistently high level of innovation, securing its position as a leading hub for creativity and technological progress.
Discussion:
In August, the Massachusetts inventionINDEX scored a positive sentiment which was lower than the previous year’s average but outperformed the downward trend for the year. This is similar to the prior 12 months, which experienced a slight downward trend.
As the economy continues to stabilize in the post-pandemic era, it remains uncertain whether any backlog of applications still exists or if the department has returned to normal processing timelines. The inventionINDEX could also be affected by lingering consequences from the pandemic, such as company closures, reduced workforces, and limited R&D capabilities, which may still be impacting current operations.

What is the R&D Tax Credit?
The Research & Experimentation Tax Credit (or R&D Tax Credit), is a general business tax credit under Internal Revenue Code section 41 for companies that incur research and development (R&D) costs in the United States. The credits are a tax incentive for performing qualified research in the United States, resulting in a credit to a tax return. For the first three years of R&D claims, 6% of the total qualified research expenses (QRE) form the gross credit. In the 4th year of claims and beyond, a base amount is calculated, and an adjusted expense line is multiplied times 14%. Click here to learn more.
