This performance represents a strong position above the 60-month historical average of approximately 1.95%, reflecting a robust rebound from the severe drop observed in early 2026, when the index bottomed out at a historical low of 0.59% with a D rating in February. Over the subsequent four months, the state mounted a remarkable recovery, posting four consecutive scores at or above 2.10% from April through July 2026. While the July score dipped slightly from June’s peak of 2.93%, maintaining an A+ tier confirms that Rhode Island’s innovation ecosystem has re-established strong foundational momentum following a volatile first quarter.

A broader historical comparison across the 60-month dataset highlights where the current score sits in Rhode Island’s long-term cycle. When compared to previous mid-year benchmarks, the July 2026 score of 2.35% compares favorably to July 2023 at 1.93%, July 2022 at 1.09%, and July 2021 at 1.68%, though it remains moderately below the peaks of July 2025 at 2.77% and July 2024 at 2.93%. The historical peak of the dataset occurred in September 2023 at 3.77%, followed closely by August 2021 at 3.44% and August 2023 at 3.35%.
