The inventionINDEX measures innovation output by comparing GDP growth with patent production growth. 

Anything over C grade is positive sentiment; anything under C is negative outlook/sentiment. Using that sentiment, it is possible to observe trends over time, and also compare states/countries. In doing so, we can predict which states have the best chance to recover economically from the pandemic (or any other economic incident that may occur).

The Mississippi inventionINDEX for November 2025 stands at 1.02 percent, carrying a C rating. While this current score shows a stabilization compared to the significant volatility observed earlier in the year, it remains slightly above the overall 60-month average of 0.99 percent. This performance follows a notable recovery from the historical low of 0.52 percent recorded in June 2025. When compared to the same period in previous years, the current index suggests a return to a moderate baseline, though it has yet to reclaim the high-performing momentum seen during peak periods such as November 2024, when the index reached a robust 1.44 percent and an A+ rating.

An analysis of the historical data over the last five years reveals a cycle of distinct peaks and troughs. The state reached its highest benchmarks in May 2022 and October 2023, both hitting a score of 1.60 percent with A+ ratings. However, the last 12 months have been characterized by a lower average of 0.85 percent compared to the preceding 48 months, which averaged 1.03 percent. This recent downward shift highlights a period of increased pressure on the innovation sector, although the gradual climb from August through November 2025 indicates a potential reversal of that trend and a move toward more consistent growth.

A higher inventionINDEX score carries significant positive outcomes for the Mississippi economic landscape. Scores in the A-range represent periods of peak creative output, increased patent filings, and heightened entrepreneurial activity. Such performance typically correlates with greater interest from venture capitalists and increased funding for research and development. When the index is high, the state is better positioned to attract top-tier talent and foster a competitive environment that drives industrial modernization and high-wage job creation, ultimately strengthening the regional economy against broader market fluctuations.

Conversely, lower scores and ratings in the D or F range present serious implications for the state’s long-term prosperity. A depressed index suggests a stagnation in the development of new technologies and a possible reduction in the resources available to inventors. Sustained low scores can lead to a loss of intellectual capital as local innovators seek more supportive environments elsewhere, resulting in a weakened technological infrastructure. These periods of decline serve as a critical signal for stakeholders to reevaluate investment strategies and support systems to ensure the state remains a viable hub for innovation and commercial progress.

 

Discussion:

In November, the Mississippi inventionINDEX scored a positive sentiment which was higher than the previous year’s average and outperformed the upward trend for the year. This is in contrast to the prior 12 months, which experienced a slight downward trend. 

As the economy continues to stabilize in the post-pandemic era, it remains uncertain whether any backlog of applications still exists or if the department has returned to normal processing timelines. The inventionINDEX could also be affected by lingering consequences from the pandemic, such as company closures, reduced workforces, and limited R&D capabilities, which may still be impacting current operations.

What is the R&D Tax Credit?

The Research & Experimentation Tax Credit (or R&D Tax Credit), is a general business tax credit under Internal Revenue Code section 41 for companies that incur research and development (R&D) costs in the United States. The credits are a tax incentive for performing qualified research in the United States, resulting in a credit to a tax return.
