The inventionINDEX measures innovation output by comparing GDP growth with patent production growth. 

Anything over C grade is positive sentiment; anything under C is negative outlook/sentiment. Using that sentiment, it is possible to observe trends over time, and also compare states/countries. In doing so, we can predict which states have the best chance to recover economically from the pandemic (or any other economic incident that may occur).

The Florida inventionINDEX for April 2025 stands at 2.92%, reflecting a slight decline from March’s 3.38%. This recent decrease continues a downward trend seen since December 2024, when the index peaked at 4.78%. Over the past six months, the index has fluctuated, with notable highs and lows that signal both opportunity and concern for Florida’s innovation ecosystem.

A higher inventionINDEX score, such as in December (4.78%) and October (5.08%), typically indicates heightened patent activity, robust R&D engagement, and increased technological advancement. These periods likely correspond to successful commercialization efforts and possibly a stronger influx of venture capital and startup activity. Higher scores can boost Florida’s attractiveness to innovators and investors alike.

In contrast, lower scores—such as in November (2.76%), August (2.60%), and now April (2.92%)—may point to reduced R&D momentum or delays in innovation cycles. These dips could result from economic constraints, policy shifts, or reduced university-industry collaboration. Sustained low scores risk dampening the state’s innovation profile and could lead to fewer job opportunities in tech sectors.

Maintaining a consistent and upward-trending inventionINDEX is critical. Strategic investments in research institutions, streamlined IP processes, and public-private partnerships could help stabilize and improve this index. Monitoring the score’s trajectory ensures Florida remains competitive on the national innovation stage.

In April, the Florida inventionINDEX scored a positive sentiment which was lower than the previous year’s average and underperformed the downward trend for the year. This is in contrast to the prior 12 months, which experienced an upward trend. 

As the economy continues to stabilize in the post-pandemic era, it remains uncertain whether any backlog of applications still exists or if the department has returned to normal processing timelines. The inventionINDEX could also be affected by lingering consequences from the pandemic, such as company closures, reduced workforces, and limited R&D capabilities, which may still be impacting current operations.

What is the R&D Tax Credit?

The Research & Experimentation Tax Credit (or R&D Tax Credit), is a general business tax credit under Internal Revenue Code section 41 for companies that incur research and development (R&D) costs in the United States. The credits are a tax incentive for performing qualified research in the United States, resulting in a credit to a tax return. For the first three years of R&D claims, 6% of the total qualified research expenses (QRE) form the gross credit.
