WYOMING INVENTIONINDEX | JULY 2025
July 2025: 29.63% (A+ grade)

Wyoming inventionINDEX July 2025: 29.63% (A+ grade)
The inventionINDEX measures innovation output by comparing GDP growth with patent production growth.
Anything over C grade is positive sentiment; anything under C is negative outlook/sentiment. Using that sentiment, it is possible to observe trends over time, and also compare states/countries. In doing so, we can predict which states have the best chance to recover economically from the pandemic (or any other economic incident that may occur).

Based on the provided historical data for the last 60 months, the Wyoming inventionINDEX has demonstrated a pattern of significant fluctuations while largely maintaining a positive rating. The most recent score in July 2025, at 29.63% with an A+ rating, is notable. This score is well above the general average for the period and indicates a strong start to the new quarter. The historical table reveals that while the A+ rating is common, the actual score percentage varies widely, ranging from a high of 51.89% in March 2025 to lows, including negative scores, at other times.
A consistently high inventionINDEX score and a favorable A+ rating are indicative of a robust and dynamic environment for innovation. A high score suggests a strong pipeline of new ideas, patents, and creative developments that are being successfully brought to market or are receiving significant attention. This positive trend can attract investment, foster entrepreneurship, and strengthen the state’s economic foundation. It reflects a culture that supports and rewards intellectual property creation, which can lead to job growth and a more diverse, knowledge-based economy.
Conversely, a lower score, such as the 1.02% C rating in August 2024 and April 2023, or the F ratings in July 2022 and February 2021, signals potential challenges. These scores may point to periods of reduced innovation, a slowdown in the generation of new patents, or a less competitive intellectual property landscape. The implications of a low score could include a potential stagnation in economic development, a decrease in investor confidence, and a migration of inventive talent to other regions with more supportive innovation ecosystems.
In conclusion, the Wyoming inventionINDEX over the last 60 months shows a landscape of notable success punctuated by periods of decline. The periods of high performance and consistent A+ ratings highlight the state’s capacity for significant inventive activity, while the occasional low scores serve as a reminder of the need for sustained effort in fostering innovation. To maintain a strong position, it is important to understand the factors driving both the high and low scores and to implement strategies that mitigate periods of lower performance while building on the successes seen in recent months.
Discussion:
In July, the Wyoming inventionINDEX scored a positive sentiment which was higher than the previous year’s average and outperformed the upward trend for the year. This is similar to the prior 12 months, which experienced a considerable upward trend.
As the economy continues to stabilize in the post-pandemic era, it remains uncertain whether any backlog of applications still exists or if the department has returned to normal processing timelines. The inventionINDEX could also be affected by lingering consequences from the pandemic, such as company closures, reduced workforces, and limited R&D capabilities, which may still be impacting current operations.

What is the R&D Tax Credit?
The Research & Experimentation Tax Credit (or R&D Tax Credit), is a general business tax credit under Internal Revenue Code section 41 for companies that incur research and development (R&D) costs in the United States. The credits are a tax incentive for performing qualified research in the United States, resulting in a credit to a tax return. For the first three years of R&D claims, 6% of the total qualified research expenses (QRE) form the gross credit. In the 4th year of claims and beyond, a base amount is calculated, and an adjusted expense line is multiplied times 14%. Click here to learn more.
