The inventionINDEX measures innovation output by comparing GDP growth with patent production growth.

Anything over C grade is positive sentiment; anything under C is negative outlook/sentiment. Using that sentiment, it is possible to observe trends over time, and also compare states/countries. In doing so, we can predict which states have the best chance to recover economically from the pandemic (or any other economic incident that may occur).

The Colorado inventionINDEX registered at 1.89 percent in August 2026, earning an A+ rating and demonstrating a notable rebound compared to earlier months in the year. This performance reflects a 0.26 percentage point rise from July 2026 (1.63 percent, A rating) and surpasses the same month from the prior year (August 2025 at 1.68 percent, A rating). After experiencing a sharp drop in January 2026 to 1.24 percent (B- rating), the index has consistently rebounded, with August marking one of the strongest monthly scores of 2026. Moreover, the current figure outpaces the overall 60-month historical average of 1.72 percent, signaling renewed vigor in the regional intellectual property and innovation pipeline.

Examining the broader 60-month dataset reveals a dynamic trend with periodic peaks and valleys across the five-year timeframe. The historic high occurred in October 2023 at 2.44 percent, followed closely by April 2024 at 2.31 percent, both achieving top-tier A+ distinctions. Conversely, historical troughs reached as low as 1.21 percent in December 2021 and 1.24 percent in June 2022 and January 2026. The latest August 2026 score places the state securely within its upper historical distribution, where A+ ratings represent 34 of the past 61 recorded months. This historical context illustrates that while volatility is a persistent feature of the index, current conditions remain favorably positioned well above multi-year baseline figures.

Achieving and maintaining a higher inventionINDEX grade yields significant economic and structural advantages for the region. Strong scores in the A to A+ range instill institutional confidence, encouraging venture capital firms and private equity funds to deploy capital into local technology transfers and startup ventures. High ratings reflect active patent filings, efficient commercialization of research, and robust collaboration between academic research centers and private industry. Furthermore, an elevated grade enhances talent retention and recruitment by signaling a thriving, forward-looking economic environment capable of sustaining long-term tech expansion.

Conversely, a sustained decline toward lower score ranges, such as the B and B- ratings seen during cyclical dips, introduces substantial economic headwinds. Lower indexes signal decelerating innovation output, reduced patent application velocity, and tighter research and development budgets across public and private sectors. Such downturns can lead to institutional hesitation, prompting investors to seek higher-yield opportunities in competing regional hubs. Over time, persistent lower grades risk stunting startup creation, weakening research commercialization, and diminishing the overall competitiveness of the state in high-growth technology industries.

Discussion:

In August, the Colorado inventionINDEX scored a positive sentiment which was higher than the previous year’s average and outperformed the upward trend for the year. This is similar to the prior 12 months, which experienced an upward trend.

As the economy continues to stabilize in the post-pandemic era, it remains uncertain whether any backlog of applications still exists or if the department has returned to normal processing timelines. The inventionINDEX could also be affected by lingering consequences from the pandemic, such as company closures, reduced workforces, and limited R&D capabilities, which may still be impacting current operations.
