The inventionINDEX measures innovation output by comparing GDP growth with patent production growth.

Anything over C grade is positive sentiment; anything under C is negative outlook/sentiment. Using that sentiment, it is possible to observe trends over time, and also compare states/countries. In doing so, we can predict which states have the best chance to recover economically from the pandemic (or any other economic incident that may occur).

Achieving top-tier grades, such as the historic peak of 3.85% (A+) recorded in February 2024, signals strong entrepreneurial vitality, increased patent filings, and robust commercialization efforts. Strong scores enhance investor confidence, attracting institutional venture capital funding and encouraging out-of-state technology enterprises to relocate or expand local operations. Furthermore, sustained high ratings foster high-paying research and development jobs, strengthen university-industry partnerships, and build a more resilient, diversified economy capable of withstanding broader market shifts.

Conversely, lower index scores and downgraded ratings expose significant economic vulnerabilities across the local innovation ecosystem. Periods marked by persistent low scores, such as the extended stretch of D-grade ratings during late 2022 and early 2023, reflect tight capital markets, reduced commercial interest, and stagnant research output. When scores drop toward zero or turn negative, businesses often reduce capital expenditures, delay technology deployment, and scale back risk-tolerant investment initiatives. For Nevada, prolonged periods of low invention scores risk causing talent emigration to competing technology hubs, diminishing state competitiveness, and slowing long-term employment growth in advanced industries.

Comparing the broader multi-year trend underscores how Nevada has established a higher performance floor over time, evolving from low early-period metrics to a more durable mid-tier standing. Although the current score of 1.34% remains below peak expansionary periods like early 2024, the consistent frequency of C+ and B ratings over the past two years indicates a maturing ecosystem with fewer deep contractions. In July, the Nevada inventionINDEX scored a positive sentiment which was lower than the previous year’s average and underperformed the upward trend for the year. This is similar to the prior 12 months, which experienced an upward trend.

As the economy continues to stabilize in the post-pandemic era, it remains uncertain whether any backlog of applications still exists or if the department has returned to normal processing timelines.
