Anything over C grade is positive sentiment; anything under C is negative outlook/sentiment. Using that sentiment, it is possible to observe trends over time, and also compare states/countries. In doing so, we can predict which states have the best chance to recover economically from the pandemic (or any other economic incident that may occur).

The South Carolina inventionINDEX recorded a score of 1.32% for July 2026, earning a B rating. This latest figure represents a consolidation following the strong performance observed in May 2026 (1.82%, A+) and June 2026 (1.71%, A+). Positioned slightly below the 60-month historical average of 1.42%, July’s performance reflects a transition back toward baseline activity after early summer peaks. Compared to earlier months in 2026, such as January (1.23%, B-) and April (1.28%, B-), the current score remains comfortably above recent dips, indicating a steady mid-tier standing within the state’s broader economic trend.

Examining the 60-month dataset provides critical context regarding long-term cyclical movements. High-water marks for the index occurred in September 2025 at 1.93% (A+), October 2023 at 1.84% (A+), and July 2025 at 1.80% (A+). Conversely, historical troughs were logged in July 2022 at 1.06% (C) and October 2025 at 1.08% (C). In a year-over-year comparison, July 2026 (1.32%) lags behind July 2025 (1.80%) and July 2024 (1.39%), but outperforms July 2023 (1.36%), July 2021 (1.26%), and July 2022 (1.06%). These historical benchmarks demonstrate that South Carolina’s invention output naturally fluctuates through multi-month expansion and recalibration phases.

Sustaining elevated scores and top-tier grades offers widespread benefits for South Carolina’s innovation economy. Ratings in the A and A+ range signal robust intellectual property creation, active patent filings, and strong commercialization pipelines. High scores enhance the state’s attractiveness to national venture capital firms, foster institutional investment, and encourage high-growth tech companies to scale locally. Beyond capital influx, top-tier performance reinforces corporate confidence, driving research partnerships between academic research centers and private industry leaders.

In contrast, lower scores and grades falling into the B- or C tier carry adverse economic implications for the regional market. Persistent lower readings indicate slowing research activity, bottlenecked commercialization, or a contraction in startup creation. When scores drop toward historical minimums around 1.00% to 1.10%, the state risks losing competitive momentum to neighboring innovation hubs, potentially spurring a drain of top entrepreneurial talent and private capital. Mitigating these lower scores requires strategic policy intervention, expanded venture support, and increased funding for regional business incubators.

In July, the South Carolina inventionINDEX scored a positive sentiment which was lower than the previous year’s average and underperformed the upward trend for the year. This is similar to the prior 12 months, which experienced an upward trend.

As the economy continues to stabilize in the post-pandemic era, it remains uncertain whether any backlog of applications still exists or if the department has returned to normal processing timelines. The inventionINDEX could also be affected by lingering consequences from the pandemic, such as company closures, reduced workforces, and limited R&D capabilities, which may still be impacting current operations.
