- Specialized Infrastructure Carve-Out: Create a specific exemption for the use of out-of-state specialized research equipment when comparable facilities are unavailable within the Commonwealth.
Through these reforms, Virginia can ensure that it remains the premier destination for the technical pioneers of the twenty-first century. The initial fiscal outlay required to support these changes will be repaid many times over through the retention of high-wage jobs, the attraction of venture capital, and the long-term growth of a diversified, innovation-led corporate tax base. The goal of Virginia’s policy must be to nurture the seeds of innovation, regardless of where the specific technical expert or laboratory equipment might happen to reside, so long as the intellectual and economic heart of the enterprise remains firmly beating within the Commonwealth.
