Conversely, periods marked by lower scores and degraded ratings, such as the D+ ratings recorded in November 2025 and November 2024, carry notable negative implications. Extended periods of lower performance risk dampening investor engagement, weakening regional competitiveness against neighboring markets, and creating potential capital or talent flight.
