Anything over C grade is positive sentiment; anything under C is negative outlook/sentiment. Using that sentiment, it is possible to observe trends over time, and also compare states/countries. In doing so, we can predict which states have the best chance to recover economically from the pandemic (or any other economic incident that may occur).

Relative to the historical baseline across the evaluated timeframe, where the mean score stands at 0.89% and the median at 0.81%, the latest mark places the state well above its typical trajectory. This 1.54% metric ties with previous strong performances in January 2024 and July 2022, placing August 2026 among the upper tier of overall outputs. While it falls short of the historical peak of 2.65% established in November 2021, it demonstrates a substantial recovery from the lower tier scores that dominated recent history.

On the other hand, lower scores and diminished grades carry notable negative implications for long-term growth. Drops to an F rating, such as the 0.44% score seen in July 2026, reflect systemic bottlenecks, declining patent applications, or reduced commercialization velocity. Persistent low performance risks alienating investors, stalling technology transfer initiatives, and causing top talent to migrate to more active innovation hubs. Without sustained upward momentum, extended periods in lower grade tiers impede broader economic diversification.
