NEW HAMPSHIRE INVENTIONINDEX | APRIL 2025
April 2025: 2.09% (A+ grade)

New Hampshire inventionINDEX April 2025: 2.09% (A+ grade)
The inventionINDEX measures innovation output by comparing GDP growth with patent production growth.
Anything over C grade is positive sentiment; anything under C is negative outlook/sentiment. Using that sentiment, it is possible to observe trends over time, and also compare states/countries. In doing so, we can predict which states have the best chance to recover economically from the pandemic (or any other economic incident that may occur).
Analysis of New Hampshire inventionINDEX Score (Last 6 Months)
Over the past six months, the New Hampshire inventionINDEX has shown some variation, with scores fluctuating between 1.00% and 2.09%. The highest score occurred in April 2025, marking a 2.09% increase, which is a notable improvement from the 1.36% observed in January 2025. This improvement indicates a positive trend in the state’s innovation output, reflecting increased activity in research and development, new patents, and technological advancements.
A higher inventionINDEX score, such as the 2.09% in April 2025, is a clear indication of a thriving innovation ecosystem. This can lead to greater economic growth, attracting investment, and fostering a competitive edge in the global marketplace. The state may see more opportunities for startups and entrepreneurs, as well as an increase in job creation within high-tech industries. Furthermore, a higher score can reflect improved collaboration between academic institutions, government bodies, and private enterprises.
On the other hand, lower scores, such as the 1.00% in November 2024, can signal stagnation or a decline in technological advancements. A lower score may indicate challenges in research funding, lack of innovation, or barriers to commercialization. This could lead to a slower economic growth rate, diminished investor interest, and reduced job opportunities in high-tech sectors, ultimately hindering the state’s competitive position.
The recent fluctuation of the inventionINDEX highlights the importance of consistent innovation and investment in R&D to maintain high scores. Maintaining a steady upward trajectory is vital for ensuring that New Hampshire continues to lead in innovation and attracts the necessary resources to support its technological future.

Discussion:
In April, the New Hampshire inventionINDEX scored a positive sentiment which was higher than the previous year’s average and outperformed the downward trend for the year. This is in contrast to the prior 12 months, which experienced an upward trend.
As the economy continues to stabilize in the post-pandemic era, it remains uncertain whether any backlog of applications still exists or if the department has returned to normal processing timelines. The inventionINDEX could also be affected by lingering consequences from the pandemic, such as company closures, reduced workforces, and limited R&D capabilities, which may still be impacting current operations.

What is the R&D Tax Credit?
The Research & Experimentation Tax Credit (or R&D Tax Credit), is a general business tax credit under Internal Revenue Code section 41 for companies that incur research and development (R&D) costs in the United States. The credits are a tax incentive for performing qualified research in the United States, resulting in a credit to a tax return. For the first three years of R&D claims, 6% of the total qualified research expenses (QRE) form the gross credit. In the 4th year of claims and beyond, a base amount is calculated, and an adjusted expense line is multiplied times 14%. Click here to learn more.
