Conversely, sustained lower scores and grades in the C or D range carry substantial risks for the state’s innovation ecosystem. Drops in the index point toward reduced research output, bottlenecks in patent processing, or diminished commercialization capacity across local industries. Over time, persistent underperformance can lead to capital flight, reduced state economic competitiveness, and difficulty in retaining top-tier scientific and engineering talent as prospective researchers seek more dynamic technical markets elsewhere.
